Bouinan is one of 14 projects proposed under the Algerian government’s Ville Nouvelle (New Town) program. The project is currently under construction, with its original completion date set to be 2019. Collectively, the 14 projects undertaken as part of the national new town program are intended to be finished in their entirety by 2030. Bouinan is located 16km northeast of the city of Blida, and approximately 35km southwest of Algiers. The city is proposed to house a population of roughly 150,000 inhabitants.
